Background:

Ancillary/supplemental benefit options have been offered by Colonial Life for the past several years to include Accident, Cancer/Critical Illness and Hospital Indemnity policies. Due to an increase in premiums at renewal from Colonial, the city’s insurance broker marketed supplemental plans.  Coverage options and benefits were compared by Staff and the Insurance Advisory Committee. 

Staff and the Insurance Advisory Committee recommend an agreement with Dearborn Life (BCBS) to offer eligible employees accident, cancer/critical illness and hospital indemnity policies.  All policies will be made available to all eligible City employees, including Fire Department personnel, with these being 100% employee paid, if the employee chooses to elect these product(s). If an employee chooses to participate, they will have their premiums payroll deducted for the policy(s) of their choosing. If an employee leaves employment and desires to keep their policy(s), each policy is portable, and the employee continue to pay their premiums on their own. 

Application documents will reference both Dearborn Life Insurance Company and Blue Cross Blue Shied as Dearborn Life Insurance Company is an affiliate of Blue Cross Blue Shield.
