Planned Unit Development (PUD) 50D is a request for a minor amendment to one lot within Brentwood Center PUD 50.  This vacant property, which if platted and contains 0.15 acres, is located south of Washington Street, west of Aspen Avenue.  Applicant is requesting to modify the parking and landscaping requirements on this property.

 

PUD 50 was approved by the City Council on June 18, 1984.  The development regulations of PUD 50 require one parking space per 200 square feet of building area.  In addition, PUD 50 requires Bradford Pear trees (approximately 6 feet high) to be planted at 25-foot centers along the west property line, adjacent to the Brentwood residential addition.  Access to the property is provided by a private street.

 

An office/warehouse building of approximately 4,000 square feet is proposed to be constructed on Lot 5, Block 1 of Brentwood Village Addition.  While warehousing is not a permitted use in PUD 50, over 50% of the building is proposed to be office, which is a permitted use.  According to PUD 50, 20 parking spaces, are required.  With PUD 50D, applicant is requesting to change the parking requirements to one space per 300 square feet of office and one space per 1,000 square feet of warehouse, which depending on the final design of the building requires nine to ten parking spaces.  Additionally, instead of Bradford Pear trees, they are requesting to install evergreen trees.  The spacing of the evergreen trees along the west boundary will remain as per PUD 50 with the trees planted 25 feet on center.

 

The property is designated as Level 4 in the Comprehensive Plan.  The modification requested with PUD 50D is considered to be in compliance with the Comprehensive Plan.

Recommendation:                      

Based on the Comprehensive Plan, the location of the property, and the surrounding land uses, Staff recommends that PUD 50D be approved as presented.  The required trees along the west boundary shall be irrigated with either an underground sprinkler system or a drip irrigation system.  Since the property is already platted, Staff recommends that platting be waived.
