End
Background:
The City’s current golf cart fleet was purchased by the City of Broken Arrow in March 2014, from the Battle Creek Golf Course Fund with a loan from the Sales Tax Capital Improvement Fund (STCI). Funding for the purchase was paid back to the City of Broken Arrow STCI Fund from revenues of golf cart rental fees from Battle Creek Golf Club over 4 years at an annual rate of 4 percent. The current golf cart fleet is out of warranty and is requiring a great deal of repairs and expense. In addition, the current geographical positioning system (GPS) has been used on the golf cars at Battle Creek Golf Club since 2006 with minor modifications made to it over the years and it is now obsolete. The current GPS will be removed from the current golf cart fleet and surplus at a later date.
Bid requests for the (72) electric golf carts with GPS, (1) range utility cart, (1) refreshment cart, and (1) all-purpose utility cart were sent to eight vendors. Five bids were received from three different vendors. The low bid from Yamaha Golf Cars meet specifications. Base pricing and selected option of the GPS is reflected in the attached bid tabulation.
As part of the bid proposal, companies were requested to provide trade-in consideration for the current golf cart fleet of (72) 2014 Yamaha Drive electric golf carts, (1) 2014 Yamaha Adventure 2 gas utility cart, and (1) Yamaha gas utility cart with factory range enclosure. Yamaha Golf Cars quoted a trade allowance for the current fleet of $126,200.00
Staff recommends that the Council award the lowest responsible bid to Yamaha Golf Cars for the purchase of (72) Yamaha Drive 2 electric golf carts with GPS, (1) range utility cart, (1) refreshment cart, and (1) all-purpose utility cart. Warranty is four years on the 72 golf carts and GPS and two years on the (3) utility carts.
Funds in the amount of $292,142.00 are available for this purchase with a loan from the Sales Tax Capital Improvement Fund to the Battle Creek Golf Course Fund and approval of Budget Amendment No.3. Funding for the purchase will be paid back to the City of Broken Arrow STCI Fund from revenues of golf cart rental fees from Battle Creek Golf Club over 4 years at an annual interest rate of 2.36 percent.
