Background:
The Police Department has completed its FY25 purchase of new vehicles to replace aging vehicles within its fleet. Those new vehicles need to be upfitted with police equipment. For the last few years, Joseph Eaton of Eaton Electronic Concepts has upfitted the Police Department’s vehicles. Eaton Electronic Concepts is local. Also, he has the knowledge and software to install/program Whelen equipment. Whelen is the American company that manufactures the equipment we install on our police cars. Other police equipment companies manufacture their products in China, which we want to avoid. Council approved Eaton’s quote to upfit all the new vehicles on 12-03-24.
The Police Department received its vehicle in March 2025 at which time Eaton Electronics Concepts began upfitting them. The quality of workmanship is excellent; however, the timeline is not acceptable. Eaton is currently finishing the fourth patrol vehicle in approximately three months. Although the last two have taken approximately three weeks to upfit, this pace would put the total project at more than a year to complete. We have spoken with Mr. Eaton and determined the most advantageous path forward would be to pull the eight (8) Patrol Ford Explorers, and three (3) Traverses from his purchase order.
If this plan is approved fleet maintenance has agreed to upfit the Traverses as they are a very simple build in comparison to a patrol vehicle. We will seek (3) three quotes for the upfit of the Explorers as required by the purchasing manual, however that total amount will not reach the threshold for council approval. We believe the scope of work to be changed is approximately $31,950.00 which is a reduction of $37,450.00 from the original $69,400.00
