                     Consideration, discussion and possible approval of authorizing agents of the City of Broken Arrow for processing claims, invoices and other required documents of the Vision 2025 sales tax program associated with the Creative Arts Center

Background:

City Staff recently met with the Tulsa County Vision Authority agent PMg to discuss the recently approved City of Broken Arrow Capital Improvements Agreement.  The discussion included particular requirements and attention to the various forms required for the Vision 2025 sales tax program projects including, but not limited, to the Rose District Phase 4 project, electrical upgrade at Central Park, Zero Grade fountain at the Farmers Market and the Creative Art Center development. 

                     The first step is to identify the City agent(s) that will serve as the Project Administrator, who will have the City’s authorization to oversee, coordinate and ensure contractual obligations on behalf of the City are meet in accordance with the terms of the Contract, including the ability to execute payment documents.  City staff recommends that Michael Skates serve as the Project Administrator for the Creative Art Center project.  This appointment allows the designee to sign the contract forms for pay requests and other related contractual matters on the project.

 

                     In addition, staff recommends that Tom Hendrix, Engineering Division Manager, Tom Cook Jr., Controller, and Tom Caldwell, Finance Director, be authorized agents to serve as a back-up for Mr. Skates in his absence, who could also provide signatures for payments made through the Vision funds.

 

                     We anticipate the Creative Art Center project to begin proposal preparation and advertisement for the selection of a Consultant in the upcoming months.

Recommendation:

Approve Michael Skates as the primary Project Manager and Tom Hendrix, Tom Caldwell, and Tom Cook as back up agents of the City of Broken Arrow for processing claims invoices and other required documents of the Vision 2025 sales tax program associated with the Creative Art Center.
