Background:

SP-259A is a request to amend a Specific Use Permit to allow for an increased sign height for Saint Francis. The platted property, which contains 17.88 acres, is located one-quarter mile north of New Orleans Street (101st Street), west of Elm Place (161st E. Avenue).

 

SP-35, a Specific Use Permit for the former Broken Arrow Hospital, was approved by the City Council on September 6, 1983. The hospital, which was built around 1975-1976, has been removed and replaced by a park. On May 1, 2012, the City Council approved a new Specific Use Permit (SP-259) for a freestanding sign for Saint Francis Health Park.

 

This site is zoned R-1 (single-family residential), and the hospital was developed through a Specific Use permit. In residential districts, signs are limited to 32 square feet in size and 8 feet in height.  Institutional uses such as religious or charitable institutions in residentially zoned areas may construct a sign in accordance with the commercial sign standards with the approval of a Specific Use Permit by the City Council. Section 5.7.C.5 of the Zoning Ordinance allows commercial signs to be 20 feet in height. Additional height may be granted for additional setbacks up to a maximum of 30 feet in height. 

 

With SP-259A, applicant is requesting approval to replace the existing 20-foot-wide sign at the northwest corner of Elm Place and Ithaca Street with a sign that is 13 feet 3 inches wide and 19 feet, 9 inches high. The proposed sign meets the commercial sign standards outlined above. The design of the sign will match other signs on the property as shown on the sign exhibits. The new sign is proposed to be placed 80 feet from the centerline of Elm Place in the same location as the existing sign.

 

The property is designated as Level 3 on the Future Development Guide of the NEXT Comprehensive Plan. While R-1 is an inactive zoning district and is not included in the Land Use Intensity System Zoning Districts Table (Table 4-1) of the NEXT Comprehensive Plan, it is a pre-existing zoning designation, and the use is permitted by Specific Use Permit. 

 

In their meeting of March 11, 2021, the Planning Commission recommended approval (4-0 vote) of SP-259A per Staff recommendation. At this meeting, no one from the public spoke during the Public Hearing session on this item.
