Background:

The attached General Warranty Deed is being conveyed to the City of Broken Arrow, a municipal corporation, from Constance Sanford, Kellie Blanton and Karen Holman, Co-Trustees of the Gretta J. Dugan Revocable Living Trust, Dated May 1, 2012, and from Steven Craig Holman and Karen Lynn Holman, as Trustees of the Steven Craig Holman Revocable Trust, Dated February 17, 2025, and from Karen Lynn Holman and Steven Craig Holman, as Trustees of the Karen Lynn Holman Revocable Trust, Dated February 17, 2025, the owners.  Parcel 13.0, consists of 16,855 square feet of right-of-way, Parcel 13.B consist of 3,600 square feet of drainage easement, Parcel 13.A consists of 5,278 square feet of temporary construction easement, and Parcel 13.C consist of 2,432 square feet of temporary construction easement located at 9903 South 177th East Avenue in Broken Arrow, Oklahoma, in the Southwest Quarter of Section 24, Township 18 North, Range 14 East, Tulsa County, Oklahoma. Constance Sanford, Kellie Blanton and Karen Holman, Co-Trustees of the Gretta J. Dugan Revocable Living Trust, Dated May 1, 2012, and Steven Craig Holman and Karen Lynn Holman, as Trustees of the Steven Craig Holman Revocable Trust, Dated February 17, 2025, and Karen Lynn Holman and Steven Craig Holman, as Trustees of the Karen Lynn Holman Revocable Trust, Dated February 17, 2025, have accepted the following offer, made subject to City Council approval: 

Fee simple, Permanent Right of Way: 16,855.00 SQUARE FEET (SF) @ $2.35 SF = $39,609.00 Parcel 13.A Temporary Construction Easement 5,278 SF @ $2.35 x 10% = $1,241

Parcel 13.B Permanent Drainage Easement 3,600 SF @ $2.35 x 75% = $6,345 Parcel 13.C Temporary Construction Easement 2,432 SF @ $2.35 x 10% = $572

Improvements Acquired: 1 crepe myrtle: $150; 2 mature trees: $360/ea. = $870

Cost to Cure Damages: Replace trees: Small tree 2 x $400 ea.; Large trees 4 x $1,000 ea.=$4,800 Settlement Cost: $6,270

Total Just Compensation Amount (Rounded) = $59,710.00

A copy of the signed acceptance of the City’s offer is attached, as are the General Warranty Deed, Drainage Easement, and Temporary Construction Easement. Payment of the compensation amount is on the April 21, 2026, City Council Claims List.
