Background:

The Fire Department is requesting approval to purchase three (3) Lucas 3 Mechanical CPR Devices at a total cost of $50,530.71. Funding for this purchase is budgeted and available through the Sales Tax Capital Improvement Fund (STCI).

Over the last several years, a growing body of clinical evidence has supported the use of mechanical CPR devices in prehospital cardiac arrest management. Numerous studies have demonstrated that mechanical CPR devices, such as the Lucas 3, can deliver consistent, uninterrupted, high-quality chest compressions - which are critical to improving patient outcomes in out-of-hospital cardiac arrest (OHCA). In addition to optimizing coronary and cerebral perfusion, mechanical CPR significantly reduces the variability and fatigue commonly associated with manual compressions, even among highly trained personnel.

The Fire Department responds to more than 200 cardiac arrests annually. These high-acuity incidents often require sustained CPR efforts lasting 30 minutes or longer, during which providers must also manage airway interventions, medication administration, and scene logistics. Having reliable mechanical CPR devices allows EMS personnel to focus on advanced care interventions while ensuring uninterrupted compressions, ultimately improving survival and neurologically intact outcomes.

Additionally, the use of mechanical CPR has been shown to reduce provider fatigue and physical strain, minimizing injury risk and improving overall crew safety. As the department adds new frontline ambulances and as some of our current Lucas 3 devices approach the end of their service life, the purchase of three additional units will bolster operational readiness and ensure equitable distribution across frontline response vehicles.

These devices will be purchased through the Oklahoma Statewide Contract SW300 for Automated Mechanical CPR Devices, which is available to all eligible public entities in Oklahoma, including municipalities. Per Section 2-27 of the Broken Arrow Code, purchases made through valid state contracts are exempt from formal bidding procedures, offering cost-effective and streamlined procurement.

The Fire Department recommends purchasing three Lucas 3 mechanical chest compression devices from Stryker Medical (formerly Physio-Control) under State Contract SW300. This product has proven its reliability, ease of use, and integration with our existing cardiac monitors and quality improvement practices.
