Background:

The Solid Waste and Recycling Department is requesting approval for the purchase of four Rear Load Trash Trucks to replace ageing units within the current fleet. Several existing trucks have reached the point where maintenance costs are increasing, downtime is becoming more frequent, and reliability is impacting daily operations and service delivery to residents.

A quote has been received from Siddons-Martin Environmental Group for four McNeilus 2516 REL Rear Load Bodies mounted on Freightliner M2 Chassis through the Sourcewell Cooperative Purchasing Contract #110223-MCN in the amount of $1,038,104. Funding for this purchase is available in the Broken Arrow Municipal Authority (BAMA) Capital Improvement Fund in the amount of $1,038,104.

Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding that set by the state purchasing agency, any other state agency authorized to regulate prices, or from purchasing consortiums.

In addition, Section V.d of the Broken Arrow Purchasing Manual authorizes purchases from the state contract or other purchasing consortiums, noting that such purchases eliminate the need for formal competitive bidding. Sourcewell qualifies as a purchasing consortium under both the Code of Ordinances and the Purchasing Manual.

After reviewing the quoted pricing for these Rear Load Trash Trucks, staff has determined that the equipment meets the operational needs of the Division and recommends purchase through the Sourcewell Cooperative Purchasing Contract.
