Background:

The City’s negotiating team began contract negotiations in March for a new collective bargaining agreement to begin July 1, 2024.  The negotiation team consisted of Cindy Arnold, Finance Director, Brandon Berryhill, prior Chief of Police, and Kelly Cox, Human Resources Director. 

After over four months of negotiations, the FOP declared impasse and an arbitration hearing was scheduled for the parties on November 8, 2024.  After last best and final offers were submitted by both parties, settlement offers were exchanged and the parties reached a tentative agreement on the fiscal year 2024-2025 contract, prior to the scheduled arbitration date. 

The tentative agreement, effective July 1, 2024 through June 30, 2025 includes the following changes:

Article 2-Authority and Term.  Date changes only.

Article 3-Recognition.  Extension of the probationary period up to an additional 3 months, at the discretion of the Chief, for those employees who exhibit difficulty in properly responding to training during the Police Academy and/or Field Training Program. 

Article 19-Destruction of Officer’s Property.  Increased reimbursement amounts for watches from $100 to $250, Eye protection (sunglasses) from $150 to $300, Cellular phones from $500 to $1000 with proof of no insurance plan to cover the phone replacement.  If there is an insurance policy on the phone, the City will only reimburse the amount not covered by the insurance plan. 

Article 20-Holidays.  Language change which pertains to on call personnel.  “In the event a bargaining member is “on-call” and is being compensated for such status, the Chief, or designee, does not have the authority to direct that specific member not to report to work.  In this case, the bargaining unit member that is “on-call” may choose to work that holiday in which they are subject to call out.”  This means that on-call personnel can choose to come to work instead of burning a holiday.  Increase maximum holiday leave bank from 175 hours to 200 hours. 

Article 21-Sick Leave.  Language change only which aligned with current practice of sick leave incentive. 

Article 22-Compensation.  4.5% increase effective 7/1/24.  0.5% increase effective 1/1/25.  Change FTO and K9 training pay from $40/shift to $4/hr.

Article 23-FLSA Implementation/Overtime.  Increase maximum compensatory leave bank from 130 hours to 150 hours.

Article 25-Vacation.  Increase each tier of vacation bank maximum by 50 hours.

 

Article 29-Group Health Insurance.  Increase insurance premium of those who participate in individual employee health insurance from $25/month to $40/month.   

Article 34-Promotions.  Remove Corporal language as rank is not used.  Change scoring method for all ranks (including adding language for Major) from weight of 35% for written score to 15%, 40% from Assessment Center to 45%, and from 25% from the internal review panel to 40%. 

Article 36-Funeral Expenses.  Increase special death benefit from $10,000 to $20,000. 

Article 38-Duration of Agreement.  Date Changes.

Body Worn Camera Policy.  Insert new body worn camera policy into contract.

Total cost includes direct costs for current personnel on salary only.  The cost is an estimation based on salaries as of September 16, 2024, and do not include merit/step which may be received between September16, 2024 and June 30, 2025.
