Background:

In 2019, the Broken Arrow City Council established the Elm Place and New Orleans Advisory Committee, with the goal to study and make recommendations that would lead to the revitalization of this intersection as a viable corridor for retail, commercial and residential development.  This committee made a number of recommendations including: renaming the intersection “New Orleans Square”, the new branding and logo, the construction of the intersection, and the Overlay District. 

In February 2022, City Council approved the New Orleans Square Overlay District.

The goal of the Overlay is to provide new zoning to foster new residential and mixed-use development with more predictable results and a higher-quality public realm.  This plan has served as the guiding document for development in this District, and while there are many great concepts contained within this overlay, there are several requirements that have stifled a few potential developments.  

Given the recent rise in occupancy, specifically with the addition of Crunch fitness and Homemade, the occupancy rate is nearing 93%.  The most logical additions to the area will be in out parcels that will be built within the existing parking lot areas.  The requirements imposed by the overlay may likely continue to stall new development efforts in New Orleans Square. 

Therefore, staff is requesting council to consider re-engaging a committee to review the Overlay District and determine if the elimination or modifications to the Overlay are needed to better serve this area and promote quality new construction projects within the district. 

Pending City Council Approval, the proposed Committee will be composed of the following members and representations:

                     5 City Council Appointments (1 by each Council member)

                     2 City Manager’s Appointments

                     1 Planning Commission Appointment

Nominee selection shall conclude and report to the office of the City Manager by March 1, 2024.
