PUD-002627-2026 is a minor amendment to PUD-000725-2023. The property is located one-half mile north of New Orleans Street (101st Street), one-half mile west of 9th Street (177th E. Avenue/Lynn Lane Road) and is in the process of being platted.
BAZ-000724-2023, a request to rezone 15.59 acres from AG (Agricultural) to CG (Commercial General), was approved by City Council on May 16, 2023. The purpose of this request was to facilitate the expansion of an existing major utility facility. “Utility Facility, Major” is an allowed use in the CG zoning district with a Specific Use Permit or PUD.
PUD-0002627-2026 proposes to amend the screening requirements for the existing major utility facility. The original PUD allows for the preservation of the existing fence, with any new or replaced fencing to meet the screening requirements of Section 5.2.E.2.c in the Zoning Ordinance, with the additional provision for razor wire or barbed wire as a fencing material. Section 5.2.E.2.c requires screening fences in non-residential districts to be a minimum of 8’ in height. The applicant is requesting to reduce the minimum height of the screening fence to 6’.
According to FEMA maps, none of the property is located in the 100-year floodplain, although 100-year floodplain is located immediately to the east of the property.

Recommendation:
Based upon the location of the property and the surrounding land uses, Staff recommends that PUD-002627-2026 be approved.
