Presentation of a Citation by Oklahoma State Representative Ross Ford to the City of Broken Arrow Utilities and the Street and Stormwater Departments for the emergency repair of a waterline break that went under Aspen Avenue

Background:
On Thursday, November 7, 2024, approximately at 5pm calls came in from a city employee in the area where they noticed water coming up through the pavement at the intersection of Gary Street and Aspen Ave. After calling in the break, within an hour of noticing the leak, the 8” waterline crossing Aspen Ave. at Gary Street failed completely and excess amounts of water was encompassing the roadway at the southwest corner of Gary Steet at Aspen. Utilities repair crews mobilized to this location and immediately started working to expose the line and isolate the break. Ultimately it was found the entire line had failed under Aspen Ave. and crews had to work to repair the entire line from east to west across Aspen Ave. Crews worked day and night with rotating shifts to complete this work, while combating the constant extreme weather conditions that included over 7 inches of total rainfall in the area. It was also found that due to volume and pressure of the waterline break, Aspen Ave had incurred significant damages rending the center 3 lanes of the roadway impassable.
Crews were able to complete the repairs to the waterline and initial backfill on 11:30pm on Friday night. Utilities and Streets and Stormwater crews returned to the site at 7am to work together to get the waterline trench backfilled, the roadway area cleaned up, traffic control set, and temporary steel plates placed over the impacted area such to get the roadway back open to 2 lanes of traffic by 1:30pm on Saturday.
Streets crews are currently working on permanent repairs to the roadway and will likely be in progress for the next 2 weeks due to the extents of the damage.
As you can see from the below list of names involved in the work along Aspen Ave over the course of 3 days, it was an all-hands-on deck event and a picture perfect teamwork scenario. Tim Wilson and myself could not be more proud of how our crews seamlessly came together to turn this emergency situation into a success.
It is also important to note that since November 1st, the Utilities Department has handled over 38 main line water breaks of all magnitudes, including 7 other breaks during the Friday through Sunday of this noted event. If it wasn’t for the other personnel in the department handling the other workload in town, this event wouldn’t have been such a success.
