Background:

The State of Oklahoma currently has vendors with competitive bids for firearms and law enforcement supplies. H & H Shooting Sports has the manufacturers law enforcement only price for the pistols and accessories meeting the required specifications. The purchase will include Glock 9mm pistol with direct mount MOS (modular optic system) package, Aimpoint Acro for new recruits, pistol lights for both new recruits and replacements, patrol rifle optics for new recruits and replacements, pistol optics rollout for current officers and pistol holsters. H & H Shooting Sports is also an Oklahoma based company and is the most advantageous bid on state contract for guns and law enforcement supplies.                      

Section 2-27 of the Broken Arrow Code addresses exemptions from full competitive bidding for supplies, materials, and equipment. It provides that formal bidding is not required when these items can be purchased at a price not exceeding that set by the state purchasing agency. All equipment on the State Contract has been competitively bid and purchased by the City is authorized by State Law.

                     Funds have been appropriated and are available in the Police Department’s Operational Budget for the purchase of pistols, pistol lights, pistol optics, rifle optics, and holsters. The Police Department recommends the State bid from H & H Shooting Sports for the purchase of pistols, pistol lights, pistol optics, rifle optics and holsters.
