BACP 150 is a request to change the Comprehensive Plan designation on a 320.00 acre undeveloped tract from Levels 4, 3, and 2, Public Recreation, and Public/Semi Public to Levels 4, 3, and 2 and Public/Semi Public. The property, which is located west of 209th E. Avenue between Albany Street and Kenosha, is presently zoned A-1 (Agricultural). Broken Arrow Public Schools is in the process of obtaining 42 of the 320 acres for a new elementary school and a future middle school. SP 275, a request for a Specific Use Permit for a new elementary school, middle school, and other school related functions and land uses, has been submitted in conjunction with this request to modify the Comprehensive Plan.
With BACP 150, the request is to relocate the Public/Semi-Public area from the west boundary to the east boundary. This change in the Comprehensive Plan coincides with SP 275 that has been submitted for concurrent review. The south 80 acres will remain Level 4, (commercial). In addition, approximately three acres on the southwest corner of Albany Street and 37th Street is also proposed to be Level 4. As per the Comprehensive Plan LUIS model, the Level 4 area next to Albany Street and 37th Street will be wrapped by approximately seven acres of Level 3, (transitional). Approximately 20 acres of Level 3 is also proposed along the west boundary. The remainder of the property associated with BACP 150 will be Level 2, (single family residential).
The Planning Commission, in their meeting of January 28, 2016, reviewed and unanimously (4-0 vote) recommended approval of BACP 150, in concurrence with the property owners request as well as Staff’s recommendations. Three people spoke with questions regarding stormwater runoff and traffic concerns.
