Background:

The City of Broken Arrow has entered into a Use Agreement with the Broken Arrow Youth Football Association, Inc. (BAYFA), in conjunction with the Broken Arrow Lacrosse Club, (BALC), which grants a non-exclusive license for the use of the Nienhuis Football Complex, located at 3201 North 9th Street in Broken Arrow.

The Broken Arrow Lacrosse Club has been approached by a national veterans’ lacrosse organization, Shootout for Soldiers, interested in hosting a 24-hour continuous lacrosse tournament at the Nienhuis Football Complex on August 8-9, 2026 that benefits American veterans. The event centers around supporting those who serve our country.

To accommodate this event, BALC respectfully requests a waiver from Section 16-12(a)(5) of the Broken Arrow Code of Ordinances, which restricts public gatherings in City parks to the hours between 7:00 a.m. and 11:00 p.m. The requested waiver would allow tournament activities to continue uninterrupted between 11:00 p.m. on August 8, 2026, and 7:00 a.m. on August 9, 2026.

At the direction of the City Council, a public meeting was held on July 1, 2026, at 6:30 p.m. at the Nienhuis Park Community Center to provide detailed information about the proposed 24-hour tournament and to address any questions or comments from the public.

A total of 1,046 notification letters were mailed to surrounding residents. Two residents attended the public meeting and expressed their support for the tournament. In addition, one email was received from a resident in support of the event.

City staff have reviewed the request and recommend approval of the waiver to support the 24-hour veterans lacrosse tournament. Staff recommend that the waiver be granted for the period extending from 11:00 p.m. on August 8, 2026, until 7:00 a.m. on August 9, 2026.
