End

Background:

The proposed Professional Services Agreement with TruePani, Inc. will provide the Broken Arrow Municipal Authority with assistance in implementing school and childcare facility sampling and public education activities associated with the Lead and Copper Rule Improvements (LCRI). These services will supplement the assistance available through the Oklahoma Department of Environmental Quality’s existing Lead Testing in School and Child Care Program and support the City’s compliance efforts.

The scope of services includes identifying schools and licensed childcare facilities served by the City’s water system, coordinating sampling offers to private and charter schools, and providing subsequent sampling notifications and public education materials. TruePani will coordinate mailing flyers, sampling through approved scheduled visits, laboratory analysis, distribution of results, and guidance for reducing lead exposure. The firm will also document outreach and sampling activities and prepare an annual reporting template for the City’s use in submitting required information to ODEQ.

The agreement provides for compensation based on the applicable hourly rate schedule, with a total amount not to exceed $37,817.00 and completion of services by January 30, 2029. Approval of this agreement will provide specialized technical and administrative support to assist Utilities staff with program implementation, maintain compliance documentation, and support the protection of children’s health.
