Background:
The Fire Department is requesting approval to purchase Stryker emergency medical services equipment, related parts and accessories, and service agreements. The purchase includes twelve (12) LIFEPAK 35 cardiac monitors. Funding in the amount of $650,400 for this purchase was approved in the FY2027 budget and identified as project 2735200 (Cardiac Monitor Replacement II).
The Fire Department continues to experience increased EMS call volume, the addition of frontline apparatus, and increased special-event coverage. Maintaining reliable and standardized equipment is essential to operational readiness and the delivery of high-quality patient care. Continued use of Stryker equipment which maintains rigorous distribution controls, provides consistency with the department’s existing equipment, training, technology, accessories, maintenance practices, and operational procedures.
The twelve (12) LIFEPAK 35 cardiac monitors will replace the department’s remaining LIFEPAK 15 monitors and complete the transition to the LIFEPAK 35 platform. The department previously purchased twelve (12) LIFEPAK 35 monitors as the manufacturer began phasing out the older LIFEPAK 15 platform.
This items included in the attached quote include the monitors, batteries chargers, other ancillary equipment necessary for operation of the monitors and a four-year Stryker ProCare service agreement to provide continued coverage for parts, labor, travel, and preventive maintenance following the applicable manufacturer’s warranty period.
As part of this purchase, Stryker has agreed to take (9) LIFEPAK 15 cardiac monitors as a “trade-in” credit for a total of $54,000. Surplus of these items presented as legislative file 26-1509.
The purchase will be made pursuant to Sourcewell Contract No. 041823-STY utilizing the City of Broken Arrow’s Sourcewell membership account number 67325
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the City’s competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding that established by the state purchasing agency, another state agency authorized to regulate prices, or an eligible purchasing consortium.
Additionally, Section V.d of the Broken Arrow Purchasing Manual authorizes purchases from state contracts and other purchasing consortiums, eliminating the need for a separate formal competitive bidding process.
Staff has reviewed the applicable documentation and recommends approval of the purchase of these twelve (12) LIFEPAK 35 cardiac monitors to replace older model LIFEPAK 15 units currently utilized by the EMS division of the Broken Arrow Fire Department.
