Planned Unit Development (PUD) 229A involves 11.31 acres located on the southeast corner of Florence Street and Elm Place.  On October 7, 2014, the City Council conditionally approved PUD 229 and BAZ 1920, a request to change the underlying zoning from A-1 to RM.  Both PUD 229 and BAZ 1920 were approved subject to the property being platted.  On April 15, 2015, the plat, The Icon at Broken Arrow, was recorded in Tulsa County.  Ordinance 3392 that changed the zoning on the property from A-1 to PUD 229/RM was approved by the City Council on February 2, 2016.

 

The design statement for PUD 229 submitted by the applicant and approved by the City Council stated “Frontage signage to be wall mounted and incorporated into decorative fence design in frontage landscape buffer.  Frontage signage shall be no larger than 30 square feet per sign.”  In residential districts, fences are limited to 8 feet in height.  With PUD 229A, applicant is requesting that the area represented by the lettering be increased from 30 square feet to 45 square feet.  In addition, they are requesting that the wall where the sign will be located be allowed to be 12 feet in height.  The 12-foot high wall associated with the sign will be 25 feet, 10-inches in length.  The 12-foot high wall will transition down to 8 feet in height on both sides and then down to 6 feet in height for the remainder of the fencing along Elm Place and Florence Street.  These are the only changes being requested to PUD 229.

Recommendation:
