Background:

On May 6, 2014, the City Manager presented to the City Council a staff report addressing the Fiscal Year 2014-15 Convention and Visitors’ Bureau budget.  Included in that budget was funding for a professional services contract with the Broken Arrow Arts Council to assist with the development and programming for a Creative Arts Center.

In general, the contract provides that the Broken Arrow Arts Council will develop an operating and capital budget for the facility, prepare a business plan, file for a 501c3 status, seek funding for the operation of the facility and assist other consultants on the design and layout of the facility.

The Broken Arrow Convention and Visitors’ Bureau supports and approved, at their April 14, 2014, meeting, a proposal for a two-year professional services contract with a projected annual cost of $50,000.  Funds are available in the Fund 27 reserve funds for the Convention and Visitors’ Bureau.

A summary of activities conducted by the primary consultant within the first year of the professional services contract include activities such as building database of potential foundation, corporate and private donors; initial development of project case statement and potential community collaborations.

Staff recommends that the Council approve the Contract for this fiscal year and authorize its execution with an expiration date of June 30, 2016.
