Approval of and authorization to upfit seven new patrol Ford Explorers, eight patrol Chevy Tahoes, one CID Chevy Traverse, one patrol EV Chevy Blazer, two K9 Ford F150’s, and one Ford Transit T350 SOT medic van with police equipment installed by Rigid 911

Background:
The Police Department has purchased new vehicles to replace aging vehicles within its fleet. Those new vehicles need to be upfitted with police equipment. We request to use Rigid 911 out of Norman OK for this job. Joseph Eaton is who we have used for several years to upfit our cars. Rigid has purchased Joseph Eaton’s upfitting company and has kept him on as an employee. Some of these cars will be upfitted in Norman, others will be transported to Tulsa for Joseph Eaton to upfit. Rigid 911 has the knowledge and software to install/program Whelen equipment. Whelen is an American company that manufactures the equipment we install on our police cars. Other police equipment companies manufacture their products in China, which we want to avoid. Rigid 911 upfitted our FY25 Ford Explorers, they were easy to work with and did quality work.
Other Oklahoma upfitting companies do not deal in Whelen Equipment. These companies would not be able to install/program the equipment we use in our cars. The next best option to find a company that could install Whelen equipment would be in either Texas or Kansas. We would have to ship the cars out of state or drive them, either way spending more money on each vehicle build.
These vehicle upfitting builds are highly technical and require expert knowledge in electronic work. Our city shop and other general mechanical shops are insufficiently equipped and staffed to upfit our modern police vehicles.
