Background:
Funding for the purchase and upfitting of eight (8) new 2027 Ford Explorer Police Interceptor Utility Vehicles was approved in the FY2027 Capital Outlay Budget under Project No. 2730010. A total of $624,000 was allocated for the vehicles and their subsequent upfitting by a third-party vendor. The new vehicles will replace older units within the Broken Arrow Police Department’s fleet.
To maximize resources and achieve cost efficiencies, staff recommends procuring the vehicles through the Oklahoma Statewide Contract SW0035. This contract allows municipal agencies across Oklahoma to purchase vehicles at pre-negotiated state contract pricing, eliminating the need for a separate bid process while providing substantial cost and administrative savings. Utilizing State Contract SW0035 ensures compliance with budgetary constraints while securing durable, high-quality assets for the Police Department.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding that set by the state purchasing agency, any other state agency authorized to regulate prices, or from purchasing consortiums.
In addition, Section V.d of the Broken Arrow Purchasing Manual authorizes purchases from “the state contract or other purchasing consortiums,” noting that such purchases eliminate the need for formal competitive bidding. State contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
Following a review of available options, staff recommends approval to purchase eight (8) 2027 Ford Explorer Pursuit Vehicles from Vance Country Ford in the amount of $392,184.00 through State Contract SW0035.
