Approval of and authorization to execute an amendment to the existing NeoGov/Biddle agreement to add TestGenius effective July 1, 2026

Background:
The city has been utilizing GovernmentJobs.com, Inc. (dba NeoGov) to provide human resources and enterprise resource planning to help manage day-to-day business activities to include recruitment, onboarding, training, electronic forms, and performance management.
Biddle is a component the Recruit module which is currently utilized for certain candidate preemployment tests. NeoGov partners with Biddle to provide employment testing solutions through the TestGenius platform.
Adding TestGenius to the City’s existing subscription will significantly enhance the City’s ability to evaluate applicants using validated, job-related pre-employment assessments. The platform offers a comprehensive library of assessments designed to measure skills, knowledge, abilities, and workplace competencies across a wide variety of positions. Available assessments include, but are not limited to:
• Keyboarding and data entry
• Microsoft Office proficiency
• Reading comprehension
• Proofreading and spelling
• Business correspondence
• Mechanical comprehension
• Basic and accounting mathematics
• Public sector accounting principles
• Soft skills and interpersonal competencies
• Workflow management and teamwork
• Legal specialty assignments
• Financial and bookkeeping assessments
• Clerical skills, filing, and policy application
Currently, many of the City's hiring processes rely primarily on interviews, work history, and manually administered practical exercises. TestGenius will provide standardized, professionally developed assessments that improve consistency, reduce administrative time, and provide objective data to assist hiring managers in selecting qualified candidates. The addition of TestGenius will support recruitment efforts across numerous departments where position-specific knowledge or technical skills are essential to successful job performance.
The assessments are professionally developed and validated to support legally defensible hiring practices while integrating seamlessly with the City's existing NeoGov recruiting platform, eliminating the need for separate testing systems or manual administration.
NeoGov is the leader in on-demand human resources software for the public sector. NeoGov's mission is to improve the services public sector agencies deliver to society by improving the way agencies attract, hire, and retain the most qualified workforce. By expanding the services offered by NeoGov, many of the manual recruitment processes will become more automated, which will result in more efficient and effective processes.
Funds are budgeted in the Fiscal Year 2026-2027 Human Resources Department budget. Continuation of the TestGenius subscription will be subjected to appropriate funding in the 2027-2028 HR budget.
