Consideration, discussion, and possible approval of the Arrow Forge Master Plan

Background:
The Broken Arrow Economic Development Corporation (BAEDC) is contracted by the Broken Arrow Economic Authority (BAEDA) to provide economic services for the City of Broken Arrow. The contract executed on July 15, 2024 provides that the BAEDC is responsible for driving the development phase of Broken Arrow’s Arrow Forge (previously known as Innovation District) through the entire process of land purchase/plan/program development.
The attached Master Plan completed by Beck Design in conjunction with the Arrow Forge Committee and various Broken Arrow stakeholders will be presented by Ted Cundiff, Chair of Arrow Forge Committee.
Additional History:
On February 14, 2023 the BAEDC released a Request for Proposals for the Innovation District Land Use and Design. The Innovation District Committee reviewed proposals and conducted interviews on March 20, 2023. Of the submissions received, the Committee selected Beck Design to conduct Innovation District Land Use and Design. The Broken Arrow Economic Development Corporation approved the selection of Beck Design on April 4, 2023.
On May 2, 2023, the Broken Arrow Economic Development Authority approved a First Amended Contract for Economic Development Services between the Broken Arrow Economic Development Authority and the Broken Arrow Economic Development Corporation.
The First Amended Contract adds Innovation District-Design Services to the scope of the Broken Arrow Economic Development Corporation’s contract to include as follows:
VII . INNOVATION DISTRICT-DESIGN SERVICES
The BAEDC shall be responsible for securing layout and design services for the 90-Acre Innovation District. The services performed by BAEDC shall include:
a) Preparing a request for quotes to all potential firms for the purpose of bidding the project;
b) Awarding the design and layout contract to the successful bidder;
c) Developing a scope of work with the conceptual design firm for layout and design services, involving both schematic (layout of physical space) and conceptual designs (story, platforms, and brand experience);
d) Overseeing preparation of a conceptual plan, both initial and final, that addresses the strategic goals and design to assist with strategic development of the City of Broken Arrow’s Innovation District located on a 90 acre tract of City owned property located in South Broken Arrow, directly off of the Creek Turnpike;
e) Developing a specific timeline for executing the work and completing development of the project;
f) Developing and adhering to a specific budget for the project organized by the type of activity proposed;
g) Developing a final master plan and design standard
h) All of the above provided services shall occur with the assistance of and subject to approval of the Broken Arrow Economic Development Authority. The Broken Arrow Economic Development Authority shall have full ability to approve or modify the design and layout services provided.
As agreed, the fee paid to the BAEDC by the Broken Arrow Economic Development Authority shall not exceed a total of $302,000.00. This fee shall be in addition to any other fees due herein (specifically Section 5 fees) to the BAEDC. Said fee represents the expected design and layout costs totaling $291,000.00 and expected travel expenses totaling $11,000.00.
