Background:

The Municipal Finance and Financial Disclosure Act compiled by the Oklahoma Ethics Commission, 74 O.S. §4258.1, 4261, 4262 and 74 O.S. § 56-101 through 56-110 significantly reformed the obligations for local campaign financing.  The most significant changes of the Municipal Campaign Finance and Financial Disclosure Act include the Campaign Committee’s duty to file a Statement of Organization with the Ethics Commission under the Rules of the Ethics Commission, the municipal political committee’s duty to file a statement of organization with the Municipal Clerk, the duty to file reports of contributions and expenditures with the Municipal Clerk, the candidates and elected officers duty to file a statement of financial interests with the Municipal Clerk and enforcement of the Act by the Ethics Commission.

Once this Ordinance is adopted, it will bring the City of Broken Arrow Ordinances in line with Oklahoma law governing Municipal Finance and Financial Disclosure Act.  Staff recommends that the Council preview the Ordinance and set it for adoption at the next meeting.
