Background:                     In an effort to enhance the Authority’s water supply system, Staff along with the Authority’s consultant, Holloway, Updike & Bellen, Inc. (HUB), recently conducted a water system study in order to investigate additional location points to potentially connect to the Tulsa Metropolitan Utility Authority (TMUA’s) system.  The results of the study revealed that a connection at the intersection of Albany Street (East 61st Street South) and Olive Avenue (South 129th East Avenue) provides the Authority with both immediate and potentially future benefits that could enhance the entire water system as desired.

The water model more than adequately demonstrates that the system could receive an additional five (5) million gallons of water per day (MGD) from a second, supplemental connection as depicted.  This potential 5 MGD is in addition to the current four (4) MGD maximum amount taken through the existing supplemental connection located along Dearborn Street (East 41st Street South) near the future intersection at South 163rd East Avenue, coupled with the Verdigris River Water Treatment Plant functioning at an effective production rate of 19 MGD.  This additional connection will allow provision of a maximum daily demand of 28 MGD.  The historic Maximum Daily Demand experienced by the water supply system is 26.9 MGD which occurred on August 3, 2012.

Although the plant is rated at 20 MGD, a slightly more conservative production rate is used for modeling purposes.  If the plant is producing more water, the overall system will effectively receive slightly less water from the two (2) TMUA connections such that the total overall amount is 28 MGD.

In order to expedite the construction of this second, supplemental water connection with TMUA in a timely manner such that the connection on-line and operational this summer, the Authority must provide TMUA with a Letter of Intent that requests a formal amendment to the current Water Supply Agreement for Permanent Service executed on February 22, 2011.

Staff recommends that the Authority approve the Letter of Intent and authorize the execution thereof.
