BACP 150 is a request to change the Comprehensive Plan designation on a 320.00 acre undeveloped tract from Levels 4, 3, and 2, Public Recreation, and Public/Semi Public to Levels 4 and 2 and Public/Semi Public. The property, which is located west of 209th E. Avenue between Albany Street and Kenosha, is presently zoned A-1 (Agricultural). Broken Arrow Public Schools is in the process of obtaining 42 of the 320 acres for a new elementary school and a future middle school. SP 275, a request for a Specific Use Permit for a new elementary school, middle school, and other school related functions and land uses, has been submitted in conjunction with this request to modify the Comprehensive Plan.
This entire 320 acre tract, which is the east half of this square mile (Sec. 6, T18, R15), has always been under one ownership and has had only agriculture type uses. The entire undeveloped site has one mile of frontage on 37th Ave, (209th E. Ave) and half a mile of frontage on Kenosha Street as well as Albany Street.
In the 1997 Comprehensive Plan the south 80 acres of this 320 acre property was designated as Level 4 (commercial) and the rest of the property was designated as Level 2 (residential). In 2008, as part of the East Side Study, the Level 4 was extended along 209th E. Avenue. In addition, a potential school site of over 50 acres was identified along the west boundary of the property associated with BACP 150 and was designated as “Public/Semi-Public”. The East Side Study Concept Plan also included Level 3 and some Public Recreation with the Level 2.
With BACP 150, the request is to relocate the Public/Semi-Public area from the west boundary to the east boundary. This change in the Comprehensive Plan coincides with SP 275 that has been submitted for concurrent review. The south 80 acres will remain Level 4, while the rest of the property will be Level 2.

Recommendation:
Based on the Comprehensive Plan, the location of the property, and the surrounding land uses, Staff recommends that BACP 150 be approved as presented.
