Background:

The City of Broken Arrow operates and host a Harris Corporation P25 Phase 2/OpenSky Land Mobile Radio communications system for critical communications for various city departments. In addition to providing critical communications for Broken Arrow Police, Fire and Public Works departments the communications also provide the same communications for the cities of Bixby, Glenpool, Jenks, Wagoner as well as Wagoner and Rogers counties.

The upgrade is a multi-faceted project including infrastructure and terminal upgrades and replacements used by first responders in the field.

The infrastructure upgrades include replacement of the primary and secondary cores. This upgrade will improve functionality of the network and replace critical core network components that run on a 24/7/365 basis. This upgrade also adds one five channel P25 Phase 2 communications site to be located at the City of Broken Arrow Water Plant to enhance coverage in the far eastern service area of Broken Arrow.  Also included in the upgrade is the replacement of the existing C3 Maestro IP dispatch consoles that are currently being used by the Broken Arrow Pubic safety dispatch center.  These consoles have reached end of life and parts are no longer available.

The terminal upgrade portion of the projects include upgrading of all public safety mobile radios software to migrate them from the proprietary OpenSky network to the non-proprietary P25 Phase 2 communications. It will also include replacing all public safety handheld portable radios with Harris XL-200 portable radios as well as portable and mobile radios for employees of the Broken Arrow Water Treatment plant to provide increased worker safety.

The justification for the sole source purchase from Harris Corporation is all proprietary software and hardware is only available from Harris Corporation. The justification for the sole source purchase from Harris Corporation is the Mobile radio upgrades are proprietary software that is only available from Harris Corporation. Harris Corporation is the only vendor that offers a Multi-Band portable radio that is capable of operation on both Wi-Fi and Band 14 LTE with the Harris BeOn application.
