Approval of and authorization to execute an agreement with Hunt Professional Recruiting LLC for professional staffing needs
End
Background:
The City of Broken Arrow desires to utilize contract staffing services to support operations across multiple departments, including engineering, administrative, information technology, legal, finance, and other specialized functions. These services provide flexibility in workforce management, assist with recruitment challenges, and allow the City to evaluate candidates prior to full-time employment.
Hunt Professional Recruiting LLC has submitted a Service Agreement to provide direct-hire recruiting services. The agreement establishes a framework under which the City may authorize recruitment services for specific positions in writing. The agreement does not obligate the City to utilize the firm for any particular position and allows the City to continue its independent recruitment efforts.
Under the terms of the agreement, the City will only incur costs if it elects to hire a candidate submitted by Hunt Professional Recruiting LLC for an authorized position.
• The placement fee is equal to twenty percent (20%) of the hired candidate’s first-year base salary
• “Base salary” excludes benefits, retirement contributions, incentives, and other forms of compensation
• No additional fees, expenses, or costs will be incurred unless approved in advance by the City
• Payment is due within thirty (30) days following the employee’s first day of employment
All expenditures are subject to budgetary approval and available appropriations.
Key Contract Terms:
• Services must be authorized in writing by the City prior to candidate submission
• The City retains full discretion over all hiring decisions
• The agreement is non-exclusive, allowing the City to use other recruitment methods or firms
• A 60-day replacement guarantee is included, with refund or credit if a replacement is not secured within 90 days
• The agreement includes standard provisions for:
• Independent contractor status
• Compliance with employment laws
• Oklahoma Open Records Act
• Oklahoma Governmental Tort Claims Act protections
• Either party may terminate the agreement with written notice
Staff recommends approval of the agreement with Hunt Professional Recruiting LLC to enhance recruitment capabilities, provide flexible staffing solutions, and support operational continuity across City departments.
