Background:
PT21-107, the conditional final plat for The Trails at Aspen Creek, proposes to have 1 lot containing 26.32 acres. The property, which is located one-quarter mile west of Aspen Avenue (145th E. Avenue), north of Tucson Street (121st Street) is presently zoned A-1. On July 20, 2021, the City Council approved PUD-307A, a major amendment to PUD-307 on 116.78 acres, subject to the property being platted. PUD-307, which was previously approved by the City Council on May 19, 2020, divided the 116.78-acre parcel into two Development Areas, A and B. Development Area A was for commercial uses, while Development Area B was for multifamily development. PUD-307A moved the previously approved multifamily area from the center of the property to the east side of the parcel. In addition, some modifications to the development regulations associated with the multifamily area were also approved.
The Comprehensive Plan shows a frontage road along the south side of the Creek Turnpike between Aspen Avenue and Olive Avenue. As stipulated by PUD-307A and as shown on the conditional final plat for The Trails at Aspen Creek, 80 feet of right-of-way for this frontage road is being dedicated along the north boundary of this plat. The developer is not responsible for construction of this frontage road. North of the proposed frontage road there are two off-premises advertising signs. This area has been placed in a reserve that will be owned and maintained by the property owner.
While space is being provided for a future frontage road, there will not be any direct access to the frontage road from the proposed multifamily development. Access to the property will be primarily from two points of access to Tucson Street to the south. In addition, there will be at least one point of emergency access to the abutting property to the west.
Part of the property adjacent to the east boundary, according to FEMA maps, is in the 100-year floodplain of Aspen Creek. This area will be placed in a reserve and left as open space. Sanitary sewer service and water will be provided by the City of Broken Arrow.
This item was heard by TAC on May 3, 2022. It was recommended for approval (4-0 vote) by the Planning Commission in their meeting of May 26, 2022, per Staff and the Technical Advisory Committee recommendation.
