Background:

The Broken Arrow Police (BAPD) and Fire Department (BAFD) personnel are frequently called to help individuals in our community who are experiencing a crisis. Often, the precipitating variable for the crisis is abuse and/or use of pharmaceutical and illicit opioid substances. These calls for service represent a noticeable portion of the public safety call volume. Police and Fire personnel, while highly trained and capable, are ill equipped to assist those in crisis with finding community resources such as substance abuse treatment, counseling, housing, food, etc. 

BAPD and BAFD have categorized two areas of focus: Crisis Prevention and Crisis Mitigation. BAPD is seeking to enter into a partnership with Grand Mental Health to provide Crisis Response as part of the crisis mitigation, while BAFD is seeking to enter into a partnership with Family and Children Services to focus on Crisis Prevention. Both partner agencies will embed trained professionals in the field with our law enforcement officers and firefighters.

The City of Broken Arrow participated in a successful lawsuit against several opioid manufacturers and distributers. The judgement against the opioid manufacturers and distributers has resulted in receipt of funds that must be used for opioid abatement, training, prevention, and treatment. Staff is recommending the use of these funds to enter into the two parallel pilot programs to prevent and mitigate the effects of opioid use in the community. Staff recognizes that while the primary purpose of these agreements is to address the effects of opioids, the programs will likely also address other coexisting crisis variables such as homelessness, mobility, mental health, domestic violence, poverty, etc.
