Twin Cities Ready Mix is proposing to construct new buildings on their Industrial Heavy (IH) zoned property located west of 23rd Street, south of Houston Street.

 

Section 5.8.H.1 of the Zoning Ordinance states that structures in the industrial districts that are adjacent to an arterial street or highway shall have vertical exteriors facing these roadways constructed of masonry, concrete panels, glass block, glass curtain walls, Exterior Insulated Finished Systems (EIFS), or stucco. This section also provides authority to the Planning Commission to consider and approve metal finishes, wood, plastic or other masonry material through the site plan review process. The applicant is requesting approval by the Planning Commission to use a metal exterior building material for buildings within the Twin Cities Ready Mix project. 

 

A site plan was submitted on January 19, 2018 and is under review by Staff.  The proposed buildings include a 720-square-foot office building and a 1,842-square-foot admixture building attached to the batch plant. The eastern portion of the site is within the FEMA 100-year floodplain and is heavily wooded resulting in a separation of 1,050 feet between the buildings and 23rd Street providing a natural screening of the buildings from the public right-of-way (ROW). Until the applicant obtains FEMA approval to build a driveway across the floodplain, access to the site will be from Houston Street (approximately 900 feet to the north of the proposed buildings) by a Mutual Access Easement (MAE) across the property to the north. The site plan also includes an area for sand and rock stockpiles that is proposed to be enclosed with an eight-foot-high modular wall providing additional screening of that area.

 

The adjacent property to the west is also zoned IH and includes a precast concrete business with metal clad buildings. Therefore, due to the location of the site in an IH zoning district, the existing character of the surrounding industrial area, the distance of the proposed buildings from the ROW, and the natural screening of the site provided by the wooded floodplain, the applicant requests approval to construct buildings with metal exterior building material for Twin Cities Ready Mix.
