Background:
The Central Park Plaza development was selected for street repairs due to the pavement condition rating being one of the lowest in the city as far as service level is concerned. It serves as both primary access and secondary access to several businesses and an apartment complex. Engineering staff designed the project in-house to expedite the construction of the project and protect the limited project budget.
The project was advertised August 4 and 11, 2026. Bids were opened September 1, 2026 with nine bids received, all of which were responsive. A certified bid tabulation is attached. The bids submitted were composed of nineteen (19) pay items to form the total base bid. The lowest responsible bidder was Southstone Construction with a total bid of $564,015.00. The total engineer’s estimate for this project was $674,910.65.
Engineering & Construction Department staff are reviewing the bids and documentation provided by the bidders. In order to make a recommendation to the governing body and meet the requirements for award according to the competitive bid act, staff requires additional time to complete their review of the bids and verify funding required for the project. Per state statute, the project must be awarded within 30 days after opening but the governing body, for good cause, may extend the possible award of the project by 15 days. Staff has received written approval of a 15-day extension from contractors bidding the project. Staff requests issuance of a 15-day extension in order to complete the review process and bring a recommendation for award to the regularly scheduled meeting on October 6, 2026.
