Approval of and authorization to execute an Agreement for the Provision of Services between the Broken Arrow Municipal Authority and the Metropolitan Environmental Trust for operation of the Broken Arrow Recycle Center and for services related to Household Hazardous Waste Collection

Background:

The attached agreement for the provision of services between the Broken Arrow Municipal Authority (BAMA) and the Metropolitan Environmental Trust (The M.e.t.) provides for the operation of the Broken Arrow Recycle Center and services related to Household Hazardous Waste (HHW) collection at Tulsa’s regional collection facility.  This agreement would begin July 1, 2025, and end on June 30, 2026.

In addition to the collection of recyclables the agreement provides the city with 300 vouchers that would be available to Broken Arrow residents to use at the Tulsa regional collection facility. This facility collects pollutants and hazardous items from residents. The new agreement allows residents to deliver, with a voucher, 45 lbs. of material.  The Broken Arrow citizen will be responsible for any additional fees for materials exceeding 45 lbs.at a cost of $1.37/lb. with the exception of automobile, boat, and lawn equipment, batteries will be accepted but will not be included in the weight.

On May 8, 2025, The M.e.t. Board of Trustees approved the fiscal year 2026 agreement which includes an overall increase of $17,925.  This increase includes a net assessment increase of 1.26% to the HHW vouchers for a total of 300 vouchers to be made available for Broken Arrow citizen’s use at Tulsa’s regional collection facility for the fiscal year. Any unused HHW vouchers will be rolled over to the next agreement year.
