Background:

The NEXT Comprehensive Plan process started in January 2018, towards a complete update of the 1997 Comprehensive Plan. This proposed Comprehensive Plan which has a 2040 projected horizon will serve as a policy document to guide the future growth and development of the City of Broken Arrow, over the next 20 years.

With the approval of the Broken Arrow City Council and the Planning Commission, the Department of Community Development, through the Placemaking Division, the City retained the services of Halff and Associates, a consulting firm along with other sub-consulting companies to prepare this plan.

At the start of this process, a 25 member steering committee was formed to provide guidance throughout the preparation of this plan.  The Steering Committee included all members to the City Council and the Planning Commission.  This committee also included representatives of the Broken Arrow and Union School Districts, the Broken Arrow Chamber of Commerce and the Economic Development Corporation, the Greater Tulsa Home Builders Association and other members of the Community.  This committee met at least 7 times over the course of this project.

The City Council also formed a Technical Advisory Taskforce, comprising of approximately 30 city staff members that met at least six times to review and formulate the NEXT Comprehensive Plan proposal. 

Within the process, the consultants and staff conducted key stakeholder interviews, with at least 45 citizens, representing the business, education and institutional representatives of many groups within the city. An on-line survey was also conducted between March 2018 and April 2018, to receive input from citizens regarding their views and desires for the needs of the city over the next 20 years.

Simultaneously with this Comprehensive Plan, Halff and Associates were also retained to complete and update the 2008 Broken Arrow Parks Master Plan. The Parks Master Plan process was similar to the Comprehensive Plan process with input from the Parks Master Plan Committee and various groups representing the current and future needs of the community. The proposed Parks Master Plan, is recommended to be incorporated into the NEXT Comprehensive Plan. 

The guiding principles, policies and the overarching visions of the Broken Arrow NEXT Comprehensive Plan and the Broken Arrow Parks Master Plan are highlighted in the attached summary and maps.

Over the last several weeks the property owner on the southwest side of Kenosha and 37th (209th. E. Ave) has met with staff and requested that the Future Development Guide Map, be revised to reduce the 160 acres of Level 6 by half. And consider 80 acres for Level 6 and the south 80 acres be Level 3.  After discussion and further review, staff can support the requested change, which is shown in Version 2 of the Future Development Guide. If approved as requested, the final Plan document will show this - Version 2 Map - as the final adopted Future Development Guide.

The recommendation for Approval includes the Resolution, along with the Version 2 Map.
