Consideration, discussion and possible approval to procure Wager Odor Control Units for County Line Trunk Sewer pursuant to a sole source contract

Background:
Utilities Department staff, in coordination with specialty sewer engineering companies, has been reviewing the apparent odors that are present along County Line Road in North-East Broken Arrow. The odors within this area have been traced back directly to the County Line Trunk sewer line within the vicinity and several collection basins that tie into it. Through the recent investigation of the odors emanating from the sewer line, City staff have been able to several factors that contribute to the ever-present reported odor issues:
- Aging Infrastructure; this allows the biologically created odors naturally found inside sewer systems, Hydrogen-Sulfide (H2S), to escape into the atmosphere and into adjacent populated areas
- Sewer System Orientation; within the sewer system the orientation of the associated lift station forcemain(s) and drastic pipe transitions, has resulted in a significant increase in the creation of sewer gases. Additionally, due to these orientation and collection basin sizing, aging of the sanitary sewer waters is a contributing factor.
- Biological Occurrences from Residential & Businesses; the increased loading of upstream fats, oils, and greases has created biological impacts to the system that results in excess creation of sewer gases.
Utilities Department staff, in coordination with the Engineering and Construction Department and specialty product vendors, has been actively attacking each of these elements through process changes, capital improvement projects, and new innovative specialty sewer products to help mitigate emittance of sewer gases in along this system. As approved by Council previously, City Staff introduced one of these innovative approaches with the implementation of a Wager Odor Control System along County Line rd. on the trunk sewer. In the first 90 days, this implemented unit has resulted in significant reductions to the H2S sewer gasses in the system as well as mitigated odors in the vicinity. This implemented unit is a scaled down version for testing only.
With the recent successful implementation of the trial unit, City Staff recommends implementation of a properly sized unit to meet the full system requirements to address the odors surrounding the County Line Trunk Sewer between 71st Street and 91st Street. This proposed new Wager unit is planned to be placed at the northern most manhole just south of Hwy 51 on the west side of County Line Rd. and would be installed by City Staff.
The Broken Arrow Municipal Authority has received a quote with a sole source letter for $155,975.00. The procurement includes a year’s worth of media replacement.
