Background:
Funding for the purchase and upfitting of one (1) new staff vehicle was approved in the FY2027 for the Fire Prevention Division. This unit is scheduled to replace an older unit currently utilized fire investigators, as such, funding in the amount of $80,000 was allocated within the vehicle replacement fund and identified as project 2735020 to fund the vehicle and its subsequent upfitting by a third-party vendor. The vehicle will serve as mobile workspace, office, and transportation for staff members of the Fire Prevention Division.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing the vehicle through Oklahoma Statewide Vehicle Contract SW0035. This contract allows Oklahoma municipalities to purchase vehicles at pre-negotiated state contract pricing, eliminating the need for a separate competitive bidding process while providing cost and administrative savings.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from “the state contract or other purchasing consortiums” and provides that such purchases do not require formal competitive bidding. The proposed purchase complies with both the Code of Ordinances and the Purchasing Manual.
Following a review of the available options, staff recommends purchasing one (1) New Ford F-150 4x4 crew cab, short bed pickup from Vance Country Ford for $47,651.00 through Oklahoma Statewide Vehicle Contract SW0035.
