Background:
The City receives dedicated Opioid Abatement Settlement funds intended to remediate harms associated with opioid misuse, support public safety responses, and enhance community‑based intervention services. The Police Department’s Crisis Response Team plays a key role in responding to substance‑use‑related crises, co‑responding with behavioral health professionals, and reducing reliance on traditional enforcement‑only models. Oklahoma law enforcement agencies have statutory guidance that mental health investigations and detentions are to be handled in the “least conspicuous” manner possible. Accordingly, our request is to equipment the police department’s Crisis Response Team members with unmarked vehicles.
This request for action is specifically asking authorization for the following: (1) Purchase of two Chevrolet Traverses (2) purchase of emergency vehicle equipment and (3) professional outfitting of both vehicles. Quotes for these requests are attached.
Vance Fleet Services (state contract #SW0035) and 911 Custom (state contract #SW0142) are on state contracts thus fulfilling the competitive bidding requirements for the first two portions of our request.
We request to use Rigid 911 from Norman, Oklahoma to outfit the vehicles. Rigid 911 has the knowledge and software to install/program Whelen brand equipment. Whelen is an American company that manufactures the equipment we install in our police cars. Other police equipment companies manufacture their products in China, which we want to avoid. Rigid 911 upfitted our FY25 Ford Explorers, they were easy to work with and did quality work. Other Oklahoma upfitting companies do not deal in Whelen Equipment. These companies would not be able to install/program the equipment in our cars. The next best option to find a company that could install Whelen equipment would be in either Texas or Kansas. We would have to ship the cars out of state or drive them, either way spending more one each vehicle build. These vehicle builds are highly technical and require expert knowledge in electronic work. Our city shop and other general mechanical shops are insufficiently equipped and staffed to upfit our modern vehicles. The quote from Rigid 911 to upfit both vehicles in this project is $5,769.00.
Lastly, the vehicles will need police mobile radios. We have a quote from L3Harris for $8,741.26 for the mobile radio units. L3Harris is on the Sourcewell Contract (#04021-L3H and SIT#295766).
