Background:

The Broken Arrow Municipal Authority owns, operates and maintains about 750 miles of wastewater collection lines ranging in size from 6” collector lines to 54” trunk main lines. All wastewater collected is conveyed by two trunk lines to the two treatment plants for treatment and safe disposal.

 

The 36” County Line Road trunk line transports most of the wastewater collected in the north and eastern part of the city to the Lynn Lane Wastewater Treatment Plant (LLWWTP) for treatment and disposal. The line was installed along County Line Road from Houston Street to south of the Creek Turnpike. After the creek crossing south of the Turnpike, the trunk line turns west towards Jasper Street and terminates at the LLWWTP.

 

The segment of the line from Houston Street heading south to the LLWWTP was constructed around 1985 using concrete cylinder pipe. Over the years segments of the line had deteriorated due to microbial corrosion primarily around the crown of the pipe that had led to several pipe failures. Some of the failures repaired was the result of segments of pipe caving in after major rainfall events.

 

During each pipe failure occurrence, the soil over and around the pipe gets washed into the pipe and plugs the trunk line with mud and debris. When the trunk line gets plugged, the sewage flowing in the line gets relieved through manholes at the Broken Arrow Creek Crossing.

 

When the sewage overflows at any location along this stretch of line, crews respond and unplug the line using high pressure water jet cleaners. The sanitary sewer overflow (SSO) event is reported on the ODEQ 24-hour reporting line. The next business day a sanitary sewer overflow reporting form documenting the occurrence is completed and mailed in to ODEQ. To date five (5) sanitary sewer overflow occurrences have been reported for this location as listed in the attached Consent Order.

 

The last SSO reported occurred on October 4, 2017. On October 16, 2017 ODEQ received a citizen complaint alleging sewer overflow was occurring at the manhole in the County Line Road trunk line. On October 19, 2017, Mr. Chad Keller, the Environmental Specialist from ODEQ Tulsa investigated the site of the complaint. Although Mr. Keller did not observe any discharge during his visit, Mr. Keller has reported observing discharges from this location during past complaint inspections.

 

On December 21, 2017, ODEQ issued City of Broken Arrow a Notice of Violation No. S-20409-17-4 for the above described allegations. Broken Arrow responded to ODEQ on January 9, 2018 advising them that plans are underway to replace the trunk line. The design is about sixty (60) percent complete and acquiring the right-of-way and easements are in progress. A schedule was provided for the replacement project with a target completion date of September 2020.

 

On January 17, 2018, the City received a Consent Order 18-004 from ODEQ that lists three tasks with due/completion dates and penalties associated for failure to complete each task by the established date. A total cash penalty of $30,000 has been assessed with the first payment of $18,750.00 due within thirty (30) days of the effective date of the Consent Order.

 

BAMA has awarded an engineering services contract with Professional Engineering Consultant (PEC) for the design of the replacement trunk line from Washington Street to north of Jasper Street. The proposed improvements shall replace the failing concrete cylinder pipe line with fiberglass pipe (FRP) that is less prone to microbial corrosion from sewer gases.

 

The tentative schedule proposed by BAMA in the NOV response letter is as follows: 

                     Submission of plans and specifications to ODEQ for review and approval-October 1, 2018

                     Submit application to OWRB for project funding-October 1, 2018

                     Solicit bids for construction-January 2019

                     BAMA to award construction contract-February 2019

                     Issue Notice to Proceed-March 2019 (estimated construction duration of 450 days)

                     Complete construction of improvements-September 2020

Upon completion of construction, ODEQ will be notified in writing and the Consent Order will be removed.


Cost:                                                                $30,000 with payment of $18,750.00 due on February 16, 2018
