Background:

City Staff was contacted by a downtown business owner to discuss adding two hour parking on Dallas to the west of Main Street.  The owner contends that the expansion of the current two hour parking regulations would assist his business with turnover of available spaces which are currently being occupied in many cases for most if not all of the business day by a single vehicle.

 

Staff brought this to the Traffic Committee headed by Lee Zirk, Director of Operations, as a discussion point among all Department representatives.  The decision was made to engage the Chamber of Commerce and the Economic Development Corporation prior to moving forward with any proposed changes. 

 

Representatives of the Police Department and the Economic Development Director Norman Stephens met with Wes Smithwick, Warren Unsicker and Brock Werdel, the downtown business liaison for the Chamber, to discuss the concerns presented and develop a plan of action. All parties agreed that with the coming changes to the Rose District, it would be in the best interest of the community to make adjustments based upon future planning for the Rose District and not just the single block in question.  The first attachment highlights in green the current span of parking that is restricted to two hours.  The second attachment highlights in blue those areas which would be added to make parking downtown consistent between the hours of 8:00 a.m. and 5:00 p.m. Monday thru Saturday.

 

The eight square block area bounded by Ash and 1st Street from east to west, and between Broadway and El Paso, north to south.  Main Street is already signed appropriately. After signage, the Police Department will allow a short grace period for adjustment and then will sporadically enforce the parking regulations as required. 

 

Section 23-136 of the Broken Arrow Code addresses limited or prohibited parking on streets.  It provides that the Council is authorized to establish parking time limits or to prohibit parking on designated streets and parts of streets by having appropriate signs placed thereon.  When the signs are in place, it is a violation to park contrary to their directions.

 

For the reasons set for the above, Staff recommends that the Council approve the two-hour parking restrictions as set forth herein and authorize the placement of appropriate signage.
