Approval of and authorization to execute a Professional Transportation Services Contract with the Metropolitan Tulsa Transit Authority (Tulsa Transit) to provide public transportation services for Fiscal Year 2016-17

Background:
In August 2005, the City began contracting with the Metropolitan Tulsa Transit Authority to provide mass transit service. Prior to that date, the service had been operated by the City through the Broken Arrow Bus Service.
Initially, the City utilized one bus with it operating on a fixed route each business day, generally operating a route that included Kenosha to Aspen to New Orleans to Elm to Washington to Main and back to Kenosha. The bus deviated from the fixed route using a dial-a-ride advance scheduling service. The dial-a-ride service allowed residents to schedule service to and from their home with advance notice. The route also included periodic trips to the Tulsa Community College campus and the former South Crest Hospital where riders could connect to other MTTA routes.
Due to passenger demand, a second bus was added in August 2006. The second bus operates generally the same route, but in the opposite direction during peak operating hours. In August 2014, the bus added a stop at the Broken Arrow Neighbor’s facility located at 322 West Broadway.
For the period from July 1, 2015 to June 30, 2016, the total number of passengers was 9,792.
The proposed agreement with Tulsa Transit remains unchanged from the FY 2015-16 Agreement. The cost to purchase the service is $40.80 per operating hour. Sufficient funds have been budgeted to cover the estimated annual expense. Tulsa Transit also operates park and ride express routes between Broken Arrow and downtown Tulsa each business day. However, there is no City subsidy for either express route.
