SP 275 is a request for a Specific Use Permit for a new school campus for an elementary school, future middle school, and other school related functions and land uses. The School property will contain about 42.00 acres and is located one-quarter mile north of Kenosha Street, west of 209th E. Avenue. BACP 150, a request to change the Comprehensive Plan designation on this property from Levels 3 and 4 to “Public/Semi-Public”, has been submitted in conjunction with this Specific Use Permit request. The property is presently undeveloped, unplatted and zoned A-1 (Agriculture).
This 42 acre site for this future School Campus is a part of a larger parcel, which is comprised of several tracts under the same ownership, within this area. The site will have one quarter mile frontage on 209th. E. Ave; and have a street access to Kenosha Street.
The Broken Arrow Zoning Ordinance (updated in 2008) allows schools within agricultural and residential zoning districts, with a Specific Use Permit. This proposed school campus is a result of the February 2015 bond issue for Broken Arrow Public Schools, approved for new schools, additions, and renovations to multiple facilities throughout the School District.
Vehicular access to the property will be from both Kenosha Street and 209th E. Avenue. While the school campus will be located one-quarter mile north of Kenosha Street, the School District is obtaining a 60-foot wide strip for the right of way, for a road that will connect the School Campus to Kenosha Street.
None of the property, according to the FEMA maps, is located within a 100-year floodplain area. According to the applicant, however, there is a federally recognized “blue line” stream that crosses the property. Stormwater runoff will be required to be detained on-site.
Surrounding land uses and zoning classifications include the following:
North: A-1 Undeveloped
East: CG/PUD 175 Wal-Mart
South: A-1 Undeveloped
West: A-1 Undeveloped
The property is not located in a 100-year floodplain area.
BACP 150, which has been submitted in conjunction with this Specific Use Permit, is requesting that the Comprehensive Plan designation on this property be changed from Level 3 and 4 to “Public/Semi-Public”. With the approval of BACP 150, SP 275 is in compliance with the Comprehensive Plan.

Recommendation:
Based on the Comprehensive Plan, the location of the property, and the surrounding land uses, Staff recommends that SP 275 be approved, subject to the property being platted and City Council approval of BACP 150.
