Background:
Funding for the purchase of two (2) new ¾ Ton Crew Cab, Long bed trucks with lift gates and tow hitches was approved in the FY2027 for the Street Department. These units are scheduled to replace two older units in the fleet (0718, & 0719). Funding in the amount of $160,000 was allocated within the Sales Tax Capital Improvement fund and identified as project 2753140.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing the vehicle through Oklahoma Statewide Vehicle Contract SW0035. This contract allows Oklahoma municipalities to purchase vehicles at pre-negotiated state contract pricing, eliminating the need for a separate competitive bidding process while providing cost and administrative savings.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from “the state contract or other purchasing consortiums” and provides that such purchases do not require formal competitive bidding. The proposed purchase complies with both the Code of Ordinances and the Purchasing Manual.
Following a review of the available options, staff recommends purchasing two (2) new ¾ Ton Crew Cab, Long bed trucks with lift gates and tow hitches from Vance Country Ford for the amount of $109,810.00 through Oklahoma Statewide Vehicle Contract SW0035.
