Ratification of executed Change Order No. 5 with Diversified Civil Contractors, LLC, for construction contract ST1928; West New Orleans Street and Elm Place Intersection and Streetscapes Improvements

Background:

ST1928 West New Orleans Street and Elm Place Intersection and Streetscape Improvements include replacement of the interior intersection with a decorative full depth concrete pavement utilizing colored/patterned concrete and pavers.  The existing asphalt pavement beyond the intersection proper will be milled and overlaid extending approximately 400 feet in each direction from the center of the intersection.   

Construction of the project also includes construction of waterline; 5’ wide concrete sidewalk; 10’ wide concrete trail; landscaping; hardscaping; irrigation; New Orleans Square gateways; street lighting; and traffic signal replacement.

 

As authorized by Council on April 4, 2023, the City Manager has executed the attached Change Order #5 with Diversified Civil Contractors, and this agenda item is a ratification of said executed change order.

This Change Order #5 addresses the following additions /or deletions to the contract:                                                                                                                                                                                                                  

1)                     As directed by City Staff, the contractor will extend the asphalt pavement reconstruction operations to the extents as noted within the attached exhibit. These additional areas will require the same asphalt placement techniques and criteria as noted within the base contract plans and include: asphalt roadway repairs including asphalt pavement removals and S3 asphalt, 2 inch cold mill, and S4 asphalt pavement installation. The required S3 asphalt and asphalt pavement removals have been included for repairs required within the base bid portion as well.

 

The exact layout of these additional locations will be field coordinated with the contract administer and the values within this change order have been estimated to cover these extents of work noted within the exhibit. The existing associated line items shall be overran per the Change Order #5 quantities noted.

 

2)                     As directed by City Staff, the contractor will install the additional scope of work identified within the attached exhibit showing the extension of clearing and installation of a 5' sidewalk along N. Elm Place on the west side of the roadway south of New Orleans. The associated line items required to perform this work shall be overran accordingly such to produce a complete in place product.
