Approval of and authorization to execute a Professional Services Contract for right-of-way and property acquisition services with Seven C’s Enterprises, Inc. dba Terra Acquisition Services for city projects

Background:
The City’s Right of Way Agent, Ms. Pam Drake, retired on April 11, 2016. Her unexpected retirement unfortunately left several City projects in various stages of right-of-way and property acquisition. In order to keep the critical and crucial projects moving until a permanent replacement can be hired, the Engineering and Construction Department has negotiated with a contract Right-of-Way Agent to start, continue or complete pending right-of-way or property acquisition actions for specific projects. The attached Professional Services Contract for Right-of-Way and Property Acquisition Services for city projects has been approved by Mike Craddock, representing Seven C’s Enterprises, Inc. dba Terra Acquisition Services. Mr. Craddock has many years’ experience obtaining right-of-way for Tulsa County, the Cities of Owasso, Tulsa, Skiatook, and others, as well as the State of Oklahoma. Staff recommends the attached contract be approved.
Funding for the contract will be from the various projects, specifically General Obligation Bond and Sales Tax Capital Improvement (STCI) projects.
Cost: Not to Exceed $30,000.00
