BACP 157 is a request to change the Comprehensive Plan designation on a 0.21-acre rectangle shaped tract from Level 4 to Level 6.  The property, which is located south of the southwest corner of Houston Street and Elm Place, is presently zoned CG (Commercial General) and PUD 28.  The property has been platted as Central Park.

 

Applicant received a letter in June of 2016 stating that the South Tulsa Truck Rental, which has been operating on their property since May of 2011, was not in conformance with the current zoning of the property. In order to bring the use into conformance, the applicant is requesting to change a .21-acre portion of the property to comprehensive plan Level 6.

 

Upon approval of this comprehensive plan change request, the applicant intends to seek to change the zoning of the property to CH (Commercial Heavy) to accommodate the truck rental business. The zoning change request will be accompanied by an amendment to PUD 28, restricting all uses in the CH district to those allowed in the CG district, with the exception of truck rentals.

 

The property in the CH district shall be used as a parking area for the rental trucks. The location chosen by the applicant allows for the majority of the trucks to be shielded from the arterial streets by buildings fronting the arterials. The office for the truck rental business will remain in the shopping center under CG zoning.                     

 

According to FEMA maps, none of the property is located in a 100-year floodplain area.

Recommendation:                      

Based on the Comprehensive Plan, location of the property, and the surrounding land uses, Staff recommends that BACP 157 be approved as requested to change the Comprehensive Plan designation on the property from Level 4 to Level 6.
