Consideration, discussion, and possible approval of and authorization to execute Change Order No. 1 with Cobalt Coatings for construction contract 2453160 - TS23120; Signalization Pole Improvements project

Background:
The Engineering and Construction Department had designed and bit out the Signalization Pole Improvement Project, which includes coating existing signal poles in a black coating and at select locations install electrical receptacle boxes & decorative banner arms.
The Base Bid includes all items related to the Kenosha Street intersections of Aspen Avenue, Elm Place, Main Street, 9th Street, and 23rd Street, and the intersections of Main Street at Houston Street and Main Street at Washington Street. Alternate 1 Bid includes all items related to the intersection of Elm Place at Washington Street. Alternate 2 Bid includes all items related to the intersection of Aspen Avenue and New Orleans Street. Alternate 3 Bid includes all items related to the intersection of Aspen Avenue and Florence Street.
The project was advertised according to the Competitive Bid Act and bids were opened on October 3, 2023, with the lowest responsible combined bid being Cobalt Coatings for $169,525.00.
This Change Order #1 addresses the following additions /or deletions to the contract:
At the request of the City, the contractor and City staff have negotiated the continuation of the signalization pole painting applications to an addition (27) locations throughout Broken Arrow. These locations are identified as written below within this change order. The mobilization and traffic control for these additional locations, is negotiated to the lump sum value noted in CO1-1; the base bid Line Item # 103 (PL) Traffic Items (Paint Mast Arm Poles) shall be overrun to account for each of the new identified locations accordingly.

Funding for this work is being covered by the original budget allocated within the Fund 342 - Street Light Fund
Additional Time in Contract:
Due to the increased volume of locations, the contractor plans on (2) separate mobilizations for this work with the first planned in March 2024 and the second to be worked out with City staff. The completion of this project shall be completed by October 2024.
