Background:

                     City Staff recently met with the Tulsa County Vision Authority agent, PMg, to discuss the recently approved City of Broken Arrow Capital Improvements Agreement.  The discussion included particular requirements and attention to the various forms required for the Rose District Phase 4 projects. Included in Phase 4 are electrical upgrades at Central Park, a Zero Grade fountain at the Farmers Market, and Streetscape improvements at both the south end and north end of Main Street.

                     The first step is to identify the City agent(s) that will serve as the Project Manager and have authorization to execute payment documents.  City Staff recommends that Tom Hendrix, Engineering Design Manager, serve as the Project Manager.  This would allow him to sign the various contract forms for pay requests and other related matters on the project.  In addition, we recommend that Michael Skates, Development Services Director, Tom Cook Jr., Controller, and Tom Caldwell, Finance Director, be authorized agents to back up Tom in his absence but also provide signatures for payments made through the Vision funds.

                     We anticipate receiving partial pay requests for portions of Phase 4 in the coming weeks.
