Approval of and authorization to purchase one (1) 2027 Ford Explorer SUV From Vance Country Ford, pursuant to Statewide contract SW0035 for the Solid Waste and Recycling Department

Background:
The Solid Waste and Recycling department requests the purchase of one (1) new 2027 Ford Explorer SUV. Funding for this purchase was approved in the FY2027 budget and identified as project 2750010 for the purchase of a Chevy Tahoe in the amount of $75,000. Staff has elected to purchase a more cost-effective mode of transportation by utilizing these allocated funds for the purchase of a mid-size SUV.
To maximize available resources and achieve cost efficiencies, staff recommends purchasing the unit from Vance Country Ford pursuant to Statewide Contract SW0035. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing a durable, high-quality asset within the approved project budget.
Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
Additionally, Section V.d. of the Broken Arrow Purchasing Manual authorizes purchases from state contracts and other purchasing consortiums, eliminating the need for formal competitive bidding. Sourcewell contract pricing qualifies under both the Code of Ordinances and the Purchasing Manual.
Staff has determined the quote to be responsible and recommends purchasing this unit from Vance Country Ford pursuant to Statewide Contract SW0035.
