Background:
Chapter 10 of the Broken Arrow Municipal Code addresses the Fire and Life Safety Code for the City of Broken Arrow, Oklahoma. The International Fire Code, as well as the International Building Code, were developed by the International Code Council. The first edition of the IFC and IBC were published in 2000. In November of 2015, the City of Broken Arrow adopted the 2015 International Fire Code as adopted and amended by the Oklahoma Uniform Building Code Commission, including Appendices B, C, D, E, F, G and I, as the Fire Prevention Code. When the 2015 IFC was adopted, Section 10-1 of the Fire Prevention and Protection ordinance was not amended to reflect the adopted changes. Section 10-1 pertains to the adoption of the 2006 edition of NFPA 101 Fire and Life Safety Code. The 2015 IFC as adopted and amended, addresses the majority of life safety code issues. Subjects not regulated by the ICC codes, are addressed by referenced codes and standards such as those found in NFPA 101. The IFC and NFPA 101 have some requirements that are conflicting. Where conflicts occur between provisions of the adopted code and referenced codes and standards, the provisions of the adopted code shall apply. The redundancy created by the adoption of both codes is inefficient and confusing at times. The proposed amendments should provide a clear and consistent Fire and Life Safety Code for the City of Broken Arrow.
Staff recommends approval of these revisions and adoption to improve the health, safety and welfare of the City and its citizens.
